Digitalization of the Hydrocarbon Royalties Control and Management System

About the client
The Secretariat of Hydrocarbons and Mining of the Government of the Province of La Pampa is the public body responsible for overseeing and regulating activities related to the exploration, exploitation, and administrative management of the province’s hydrocarbon resources.

The challenge
In 2020, at the onset of the COVID-19 pandemic, the need arose to fully digitalize the management process of hydrocarbon royalties. The goal was to replace fragmented and partially manual procedures with an integrated system that would ensure operational continuity, traceability, and efficiency in monitoring production and associated tax obligations.

The solution: Royalties Management System
EXIMO’s team was selected through a provincial public tender to develop a custom platform that would consolidate all control and management processes into a single digital tool. The system was designed and built in close collaboration with technical and operational areas of the Secretariat and other government entities.

Over two years of joint work, key modules were implemented, enabling:
• Submission and consolidation of production reports from operators
• Management of oil and gas royalty declarations
• Specific sworn statements under Chapter IV (Provincial Regulatory Framework)
• Authorization and management of infrastructure-related works
• Calculation and settlement of the annual royalty fee
• Incident reporting and tracking
• Technical inspections of installations
• Automatic calculation of the fee for inactive wells
• Georeferenced (GIS) visualization of facilities and works
